Regulations of fishing ports

I. Right of entry, arrival, registration procedure, sailing and financial conditions.

  • The owners of vessels (natural and legal persons) with valid registration documents and permission to navigate in territorial waters according to the legislation of the Republic of Bulgaria, wishing to use the services of a fishing port, shall have the right of access to a fishing port.
  • All visitors, vessel owners, and their guests visit the fishing harbour and use the services offered at their own risk and responsibility. They are obliged to observe the public order and the established rules on the territory of the fishing harbour, as well as to comply with the recommendations and instructions made by the staff and the security of the fishing harbour regarding non-compliance with the same.
  • Before the first arrival and initial registration, all vessel owners, either directly or through a representative (captain, agent, attorney, etc.), shall notify the fishing port with at least a 24-hour notice containing the following information:
    • Name, fla,g and registration number of the vessel;
    • Main dimensions, displacement, number of crew and guests on board;
    • Approximate time of arrival at the fishing port;
    • Other information as requested by the fisheries harbor duty officer;
  • The processing of requests is on a first-come-first-served basis.
  • The Fishing Port reserves the right to exercise individual discretion in granting a stay by the policy.
  • Upon arrival at the fishing port, all vessel owners or their authorized persons (captain, agent, etc.) shall register at the fishing port office by completing a registration form and submitting copies of the required documents.
  • The Access Permit is granted by the Assistant Fishing Harbour Manager after the client has read the regulations, financial conditions, and signed a mooring, right of way and use of services agreement.
  • Wharfage fees payable shall be paid in advance, in cash or by bank transfer, upon registration, but not later than 7 days after signing the contract.
  • Reservations for a berth in the fishing harbour must be made in advance by paying 30% of the berth fee at least 30 days before arrival.
  • Amounts due for the use of shore power and water shall be paid in cash monthly or before sailing for stays of less than one month.
  • Cable TV, internet, and service charges are payable in advance upon booking.
  • All vessel owners are required to provide the fishing port with a list of people entitled to visit or use their vessels in their absence.
  • All vessel owners or their authorized persons shall inform the assistant manager of the fishing port before leaving the fishing port. Permission to sail shall be granted if the vessel has no outstanding debts to the fishing port, i.e., to Fish Resources Ltd.

II. Rules for launching, mooring, movement, manoeuvring of vessels and safety of navigation. Movement and parking of vehicles in the area of a fishing port.

  • The places and procedures for launching and landing, mooring of vessels in the water area, as well as the places and procedures for parking vehicles and trailers in the area, shall be determined by the fishing port. The spaces so designated may be changed by the Fishery Port as required at any time.
  • Preparation for launching, servicing, maintenance, and repair of vessels shall be coordinated with the assistant harbour manager and shall be carried out after permission has been granted at locations designated by him.
  • All vessel owners or their authorized persons arriving by land towing their vessels with a trailer shall park their vehicles and trailers in the parking lot so as not to interfere with traffic in the fishing harbor. Access to the haul-out and launching areas shall be granted upon completion of the registration procedure and payment of fees due.
  • Maneuvering and navigation in the water area of the fishing harbour and the approach channel shall be carried out in accordance with the provisions of the International Regulations for Preventing Collisions at Sea, the regulations of the PA Maritime Administration, and good maritime practice.
  • Traffic in the approach channel and water area shall be controlled by the Assistant Fishing Harbour Manager and all owners and masters of vessels shall coordinate their intentions to manoeuvre, sail, moor, and stay in the fishing harbour.
  • The coordination of the intentions referred to in paragraph 17 shall be made by VHF radio on channel 16, with the information referred to in paragraph 3 being transmitted on arrival at the fishing port and the following information on departure and manoeuvring:
    • Type and name of vessel;
    • Number of crew and guests on board;
    • Purpose and duration of the voyage/maneuver;
    • Other information as requested by the fisheries harbor duty officer;
  • All owners and masters of vessels navigating on the water and manoeuvring in the approach channel and the water area of the fishing harbour are obliged to observe the maximum permissible speed of 3 knots.
  • All vessels shall moor at their designated berths in accordance with the mooring scheme of the fishing harbour according to their size and draught.
  • All vessel owners and masters are personally responsible for the proper manoeuvring, mooring and unmooring of their vessels.
  • Swimming, surfing, kite surfing, jet skiing, or towing beach attractions around and in the approach channel and fishing harbour area are prohibited.
  • All owners of vessels, customers of the fishing port with vessels greater than 8 meters in length, receive the right of access with one car for parking, transporting guests and supplies, at preferential rates. All other vehicles shall be charged at the rates set out in the Fishing Harbour access and parking tariff.

III. Rules for the use of services, shore power, and commercial activities on the territory of the fishing port.

  • Desire to use services and shore power for electricity, water, cable TV, telephone, and internet must be requested in advance at the Fisherman’s Wharf office during business hours. Vessel owners shall provide and furnish their own appropriate nozzles, cable,s and hoses for connection to the Fish Harbor shore power facilities. Connection devices shall be in good working order and meet current standards for external use. Shore power shall be supplied only after the connection cables and terminals have been inspected in the presence of an official of the fishing harbour.
  • All vessel owners and their authorized persons and masters are required to check for proper and reliable connection to shore power to prevent damage to electrical and electronic equipment on board, as well as to the power systems of the fishing harbor. In the interests of safety, shore power and all electrical and gas systems on board should be switched off when no watchkeeper is on board. The Assistant Fishing Harbour Manager recommends that everyone strictly adhere to the recommendations and safety instructions when using electricity.
  • All commercial activities on the territory of the fishing harbour shall be carried out only with the permission of and under contract with the manager of Fish Resources Ltd. It is forbidden to place any advertising material, posters, and advertisements on the piers and anywhere in the area of the fishing port without prior agreement and permission from the manager of Fish Resources Ltd.
  • All repairs within the fishing harbour shall be carried out with the permission of the Operator. The use of the services of external companies for maintenance and repair of vessels shall be subject to the permission of the Operator of the Fishing Port and payment of the relevant fee.

IV. Limited liability of the fishing port.

  • It is recommended that all owners of vessels and vehicles have insurance covering the relevant risks of possible damage caused by and to the owner, his crew and guests, third parties, vessels and vehicles.
  • “Ribni Resursi” Ltd., as the owner of the fishing harbour, is not responsible for the quality and possible damage caused by the use of public services such as electricity, water, telephone, cable TV and internet, as a result of non-compliance with safety rules when using the respective service, inconsistent voltage, inconsistent water pressure or inconsistent connection quality.
  • “Ribni Resursi” Ltd., as the owner of the fishing harbor, is not responsible for damage to property and people located on the territory of the fishing harbor caused by natural disasters, such as earthquakes, hail, storms and others, as well as force majeure, such as fire, terrorist attacks, wars and others.
  • “Ribni Resursi” Ltd., as the owner of the fishing port, provides round-the-clock security and video surveillance of the area. However, the owner is not responsible for any damage caused by or to third parties (customers of the fishing harbour, their guests and crew, visitors to the fishing harbour and any other persons) as a result of vandalism.
  • “Ribni Resursi” Ltd., as the owner of the fishing harbor, is not responsible for accidents and damage caused to vessels as a result of non-compliance with the rules for taking out and lowering water, improper movement and maneuvering in the area, the approach channel, and the water area of the fishing harbor.
  • “Ribni Resursi” Ltd., as the owner of the fishing harbor, is not responsible for accidents and damage caused to vehicles as a result of non-compliance with the traffic rules and maneuvering in the area of the fishing harbor.
  • No storage of equipment or equipment of any kind shall be allowed on the piers, walkways, parking areas, or roads in the Fishing Harbor without permission. Equipment and equipment left unattended shall be the responsibility of the owner of the same.

V. Rules for waste disposal, protection of the cleanliness of the area, the water area, and the environment.

  • All visitors to the fishing harbour, owners of vessels, their guests, persons authorised by them, and skippers are obliged to keep the area and the water area of the fishing harbour clean.
  • The assistant manager of the fishing harbour shall ensure the general cleaning of the area and the water area, as well as the reception of domestic waste from vessels at the designated places. Household waste from vessels shall be disposed of wrapped in waste bags.
  • The discharge of waste resulting from shipping activities, such as sewage into the water area, the approach channel, and the area of the fishing harbour is prohibited. The disposal of such waste shall be in accordance with the legislation in force. The assistant manager of the fishing port shall notify the relevant authorities of any breach of this rule.
  • The walking of pets in the Fisherman’s Wharf area is by permit only, and provided they are kept on a leash under the control of the owne,r and the owner assumes responsibility for cleaning up any animal excrement.

VI. Fire and emergency safety rules. Penalties and actions for violation of the rules.

  • Fires and barbecues are prohibited in the fishing harbour area.
    The use of open flames and fireworks in the fishing harbour area is prohibited.
  • All owners of vessels are obliged to maintain in excellent condition and readiness the fire-fighting, rescue and emergency equipment prescribed by law in order to take timely and effective action in the event of accidents.
  • For non-compliance with the regulations of the fishing port, the owner of the fishing port, “Ribni Resursi” Ltd. imposes monetary penalties. In case of systematic violation of the regulations, the right of access to the fishing port shall be revoked, and all legal actions for removal from the fishing port shall be taken.
  • In case of a violation of the laws and public order in the Republic of Bulgaria, the owner – “Ribni Resursi” Ltd., through the assistant manager of the fishing port, notifies the relevant control authorities and law enforcement agencies.
  • The legislation in force in the Republic of Bulgaria shall apply to all cases not covered by these Regulations.
